POSITION OVERVIEW

Under the direction of the Director of Child & Family Services, the Youth Manager provides leadership for programs and initiatives that support and empower young people. This role advances community well-being by strengthening engagement with youth and families, reducing barriers to participation, and increasing access to safe, positive opportunities that support healthy development. The Youth Manager supports the youth team in delivering culturally grounded and responsive services, including outreach, case coordination, crisis and emergency support, and connections to housing, education, and employment resources. 

 

The Youth Manager is responsible for planning, implementing, and evaluating youth programs for Tsawout First Nation. This includes coordinating activities that promote personal development, learning, leadership, and social skills for youth ages 12–25. This position contributes to the effective delivery of prevention and family support services by working in partnership with the Child & Family Services team and community partners to ensure programs are inclusive, culturally grounded, and responsive to community needs. 

KEY RESPONSIBILITIES

Program Coordination and Service Delivery 

• Design, plan and implement age-appropriate programs, including educational, recreational, and social activities such as after-school programs, camps and workshops. 

• Recruit, train and supervise program staff, students and volunteers. Provide guidance, mentorship and performance evaluations to ensure high quality program delivery. 

• Develop and implement activities for youth that foster growth, leadership and social -emotional skills for youth aged 12-25. 

• Manage daily schedules; coordinate program logistics; oversee materials and resources; and ensure compliance with applicable health and safety requirements. 

• Collaborate with Tsawout departments, schools, families, community organizations, and partners to enhance program accessibility, inclusion, and impact. 

• Monitor program outcomes, collect feedback from participants and stakeholders, and prepare reports to improve program quality and effectiveness. 

• Developing linkages and maintaining effective working relationships with other community services/agencies to facilitate contacts and services for youth.  

• Flexibility in service provision including location, hours of service, as well as innovation in practices and approaches.  

• Identifying staff development/training/mentoring needs and to participate in staff development/training/mentoring as required; 

• Facilitating connections between youth and their community, promoting awareness and positive connections;  

• Provide services using a strengths-based, trauma-informed approach that recognizes the impacts of colonialism, oppression, poverty, and systemic inequities, and that respects the diversity of youth and families. 

• Maintain cooperative, timely, and effective communication with the Director and other managers, bringing forward operational issues and emerging concerns for review and resolution. 

Client and Community Support and Navigation 

• Provide support at integrated case management meetings when appropriate. 

• Meet with staff and parents/caregivers for conversations regarding appropriateness of service as needed. 

• Ensure health and safety policies and procedures are followed when youth and families access services in office and community settings. 

• Demonstrated knowledge and awareness of emergency procedures. 

• Integrate Tsawout culture, values, traditions, and teachings into programming where appropriate, while ensuring accuracy, confidentiality, and the secure management of records. 

 

Community Engagement and Relationship Building 

• Build and maintain trusting relationships with community members, Elders, families, and service users. 

• Support outreach activities to increase awareness of and access to programs. 

• Facilitate community feedback sessions, gatherings, and engagement opportunities. 

• Participate in community and cultural activities with team members, youth, and families. 

• Support the coordination of volunteers and community helpers for events and program activities, where applicable. 

• Ensure community voice is reflected in program design and delivery. 

 

Collaboration and Interagency Coordination 

• Work collaboratively with internal departments such as Health, Housing, Child & Family Services, and Employment Supports. 

• Liaise with external service providers, agencies, and partners to coordinate wraparound supports. 

• Support referral pathways and service integration across systems. 

• Represent the program at relevant tables and community meetings to share updates and align service delivery with partner initiatives. 

• Maintain cooperative and effective communication with the Program Supports Manager and Director and bring forward issues or concerns for timely review and resolution. 

• Contribute to a positive, supportive, and collaborative team environment by coordinating information-sharing and promoting respectful communication. 

 

Program Development and Continuous Improvement 

• Design, plan and implement age-appropriate programs, including educational, recreational, and social activities such as after-school programs, camps and workshops
• Contribute to the design, enhancement, and evaluation of community support programs. 

• Identify service gaps and recommend new or improved programming. 

• Support culturally relevant and trauma-informed service approaches. 

• Assist in developing and applying policies, procedures, and service standards. 

• Develop and maintain simple program tools (e.g., checklists, templates, and participant feedback forms) to support consistent delivery. 

• Conduct community and environmental assessments, where feasible, to identify emerging issues, service gaps, and opportunities to strengthen community capacity. 

 

Crisis Response and Risk Support 

 

• Provide initial response and coordination support in situations involving crisis or urgent community needs. 

• Support safety planning and appropriate referrals to specialized services. 

• Maintain confidentiality and follow organizational protocols for high-risk situations. 

• Work closely with clinical or specialized staff when required. 

• Document critical incidents and follow-up actions promptly and accurately, in accordance with policy and reporting requirements. 

• Assess risk and provide clear, accurate guidance that supports individual and community health and wellness. 

 

Administration, Documentation, and Reporting 

• Maintain accurate records, case notes, and program documentation in accordance with confidentiality requirements. 

• Support documentation quality by compiling information, tracking due dates, and coordinating the review and sharing of progress updates in accordance with program protocols. 

• Prepare or support monthly, quarterly, biannual, and annual reports by gathering data, compiling documentation, and tracking deadlines. 

• Support data collection and tracking for funding and evaluation purposes, including statistical information when required. 

• Manage referral lists and coordinate timely follow-up with referral sources, as assigned. 

• Support proposals and funding applications by gathering required information, coordinating inputs, and preparing draft materials, as assigned. 

• Assist with scheduling, correspondence, and general program administration. 

• Coordinate participant registrations, attendance tracking, and consent/waiver documentation, as required. 

• Ensure mileage and expense records are accurate and up to date. 

 

Cultural Safety and Community Well-Being 

• Ensure services are delivered in a culturally safe, respectful, and inclusive manner. 

• Integrate traditional knowledge, values, and practices where appropriate and under the guidance of community leadership, Elders, and Knowledge Keepers when applicable. 

• Support holistic approaches to wellbeing (mental, physical, emotional, and spiritual health). 

• Apply Tsawout culture, values, traditions, and teachings in programming where possible. 

• Ensure health and safety policies and procedures are followed when clients and their families visit, and maintain knowledge of emergency procedures. 

• Provide services with an awareness of systemic barriers, including the impacts of oppression, poverty, and inequity, and with respect for diversity. 

• Seek guidance and participate in cultural learning opportunities to strengthen culturally safe practice and service delivery. 

• Support program budgeting processes by tracking expenses, preparing basic summaries, and following purchasing and financial guidelines. 

• Liaise with community agencies and stakeholders to support shared understanding of Tsawout’s guidelines, procedures, and goals. 

 

Capacity Building and Community Empowerment 

• Support skill-building and empowerment opportunities for community members. 

• Encourage participation in programs that strengthen independence and wellbeing. 

• Provide informal coaching, guidance, and support to individuals and families. 

• Help foster community resilience and self-determination. 

• Facilitate small group sessions and workshops that promote life skills, wellness, and connection to community resources. 

• Participate in relevant training sessions and workshops as part of ongoing professional development. 

 

Communications & Outreach 

 

• Apply Tsawout culture, values, traditions and teachings into programming where possible; ensuring accuracy, confidentiality and safekeeping of agency records; 

• Participate constructively in the supervision process with the immediate Manager. 

• Work collaboratively with other staff members, elders and educators and support staff to create a cohesive and supportive team environment that prioritizes the needs and interests of the children and families we serve 

• Engage in ongoing professional development opportunities to build on knowledge and skills 

• Ensures health and safety policies and procedures are maintained in offices when clients and their families visit. 

• Demonstrated knowledge and awareness of emergency procedures. 

• Ensures all monthly and annual report requirements are completed in a timely manner.

Working Conditions 

 

• Combination of office-based work and external meetings with agencies and families. 

• Use of standard office equipment and digital systems. 

• Frequent attendance at meetings, case conferences, and court proceedings. 

• Occasional work during non-standard hours depending on case requirements or community needs.

Required Education and Experience 

 

• A minimum three year Child and Youth Worker Diploma is preferred. A diploma or degree in a related field in combination with related experience may be considered.  

• Experience in harm reduction, safety planning and crisis intervention 

• Demonstrated ability to work co-operatively and negotiate effectively within a multi-disciplinary team of service providers, 

• Knowledge of and sensitivity to the life experiences and needs of the youth community combined with previous youth outreach and/or community development experience. 

• Knowledge of community services and resources for children and families  

• Strong proficiency in Microsoft Word, Outlook, Excel, and PowerPoint. 

• Strong organizational and time management skills. 

• Ability to maintain confidentiality and demonstrate professionalism in all aspects of work. 

• Must provide a clear Criminal Record Check, including the Vulnerable Sector. 

• Ability to work flexible hours, including evenings and weekends 

• Understanding of diverse cultural and socioeconomic backgrounds 

• Valid driver’s license and reliable transportation 

• Proven ability to work both independently and as part of a team

• Knowledge of community services and resources for children and families is considered an asset.

• Knowledge of Coast Salish culture and the principal issues affecting the mental health of children, youth  

• Knowledge of the positive traditional influences that could promote mental health and wellness of the youth in the community 

• The ability to promote and apply Stautw culture, values, traditions and teachings into working with the youth in the community.  

• The ability to apply an attitude and practice model that promotes flexibility, diversity and engagement with marginalized populations;  

• Knowledge of at-risk youth-related issues, such as addictions, sexual orientation/identity, peer/social culture, human development, violence, teen pregnancy, gangs, etc.; 

• Knowledge and understanding of flexible, diverse, traditional and nontraditional support, advocacy and intervention processes;  

• Ability to work collaboratively and build positive relationships and communication with the youth in the community. 

• Knowledge of trauma informed practice and values that align with creating an inclusive environment (or commitment to learn).  

• An awareness and understanding of community resources available to families in Southern Vancouver Island. 

• Microsoft Office and general computer and office technology skills.
